Section 1. The organization is officially called the Bandera County Executive Committee (BCEC).

Section 1. The BCEC is established under Subchapter B, Chapter 171, Texas Election Code to perform certain public functions regarding the nominating by primary election candidates for public office. To be entitled to a place on the General Election ballot, Republican candidates must be nominated at a primary election held in accordance with the Texas Election Code. Section 172.001, Elec. Code. Party rules adopted by a political party must be consistent with state law. Section 163.003, Elec. Code. To the extent any rules adopted by the Republican Party of Texas are inconsistent with state law, the BCEC will conduct all primary elections in accordance with state law to ensure the eligibility of its nominees to be elected to public office.
Section 2. The purpose of the BCEC shall be:
A. to establish general policy for the Bandera County Executive Committee subject to the direction of the biennial County/Senatorial District Convention.
B. to represent the Republican Party of Bandera County, state, and nation, articulating the party’s candidates.
C. to cooperate in conducting programs initiated by the Republican Party of Texas including, but not limited to:conducting a Republican Primary in as many election precincts within the county as practicable, but at a minimum, having a voting location in each County Commissioner’s precinct; and
organizing a coordinated effort, including a Get-Out-The-Vote effort, preceding each general election, to publicize the party’s candidates.
Section 2. The BCEC affirms that its activities are governed by the Texas Election Code, the Rules of the Republican Party of Texas, Roberts Rules of Order, and these Bylaws, and is charged with the responsibility of observing all laws and Rules of the State of Texas, and these United States in fulfilling the purposes stated in this Article.

Section 1. The voting members of the BCEC, when conducting all business required by the Texas Election Code or by the Republican Party of Texas (RPT) Rules, shall be the County Chair and the Precinct Chairs. Officers and Standing Committee Chairs who are not Precinct Chairs may serve as ex-officio (non-voting) members of the BCEC, as referenced in the Texas Election Code 171.022.
Section 2. To qualify to hold the office of Precinct Chair, a person must be a qualified voter residing within the bounds of the entity represented and cannot be a holder of an elected public office at the county, state, or federal level or candidate for such office.
Section 3. The term of office shall be for two (2) years, commencing on the twentieth (20th) day after the Run-Off Primary Election Day, as provided for in Section 171.022(c) of the Texas Election Code.
Section 4. (a) Any vacancy in the office of County Chair or Precinct Chair shall be filled by the BCEC.
A. County Chair. The majority of the total membership of the BCEC must participate in filling a vacancy, and the person selected must receive a majority of the votes cast of those members participating in the election, as provided by Section 171.024(a) of the Texas Election Code.
B. Precinct Chair. One-fourth (1/4) of the total membership of the BCEC, excluding vacancies, shall constitute a quorum for filling a vacancy and the person selected must receive a majority of the votes cast of those members participating in the election, as provided by Section 171.024(C) of the Texas Election Code.(b) The BCEC hereby authorizes voting to fill precinct chair vacancies via mail or email if agreed to by the BCEC.
